IUS Balkan Studies Center is supporting a new initiative launched by the Association of Psychologists in Federation Bosnia-Herzegovina. The initiative is related to the role and importance of psychologists in human resource management reform in civil service in Bosnia-Herzegovina. Therefore, the Association established the Working Group that consists of psychologists whose major aim is to work in the area of human resource management reform and to develop projects relevant to the modernization of human resource management units in civil service in Bosnia-Herzegovina.

On Friday, May 22nd, 2015, the first meeting of the Working Group "Human Resource Management in Civil Service" was held within the premises of the Balkan Studies Center. Alma Jeftić, the main initiator of this project and Senior Assistant at FASS Psychology Program of the International University of Sarajevo organized the event in cooperation with the Association of Psychologists in Federation Bosnia-Herzegovina and Balkan Studies Center. The meeting was attended by psychologists, group members from both entites of Bosnia-Herzegovina,  Mr. Kenan Avdagić, Expert Associate for Human Resource Management Reform in Public Administration Reform Coordinators' Office in Bosnia-Herzegovina, and Assoc. Prof. Dr. Ali Caksu, Director of Balkan Studies Center.

During the meeting attendees discussed the importance of modernization of human resource management departments in civil service in Bosnia-Herzegovina and role of psychologists in the process of reform, which is crucial precondition for the European Union Accession. It is concluded that psychologists can contribute to several aspects of human resource management in civil service, such as job analysis and description, selection and recruitment, job evaluation and reward management. In the upcoming months Working Group members will be preparing "Human Resource Management Manual for Civil Servants" based on the analysis of current situation within civil service and data provided in Alma Jeftić's book Public Administration Reform in Bosnia-Herzegovina Psychological Aspects of Human Resource Management Reform. The next meeting will be organized together with the representatives of government and Civil Service Agencies in order to promote the initiative and the Manual, as well as to present further projects related to the human resource management reform and psychology.
